County/Municipal Property Tax Bills East Pennsboro Township property owners can expect to see their 2018 property taxes in the mail in early March. If you have an escrow account with your mortgage company, please be sure to detach one of the three copies you receive and forward it to your mortgage company. If you do not receive your tax bill, please call the tax office. Many bills are returned as undeliverable each year for various reasons. Often times, tax bills are not forwarded. We have no way of knowing that you have not received your bill unless you let us know. Per Capita Tax Bills All residents 18 years of age and older, living in East Pennsboro Township on January 1st , by law should be receiving a per capita (personal) tax bill. If you have not been receiving a per capita tax bill, Assessment Forms are available for download on the East Pennsboro Township website at eastpennsboro.net. Forms may also be picked up in the tax office. As always, the Township Commissioners exonerate residents over 70, active military and fulltime college students from paying half of the per capita bills. Receipts If you would like a stamped, paid receipt, please remember to bring or mail both copies (tax payer and tax collector) portions of your bill. If requesting a receipt by mail, please be sure to include a self-addressed stamped envelope. Address Corrections If you have moved or are planning to move, please be sure to let the tax office know so that our records can be corrected. All address corrections must be done in writing. Combined Payments Adding multiple bills together on one check is acceptable. Multiple real estate bills, per capita bills, or both, can be combined as long as they are all county/municipal bills. Do not combine county/municipal bills with school district tax bills. Those are two separate accounts.   Please consider paying your per capita bill upon receipt. Unfortunately, at the end of each year there are several thousand unpaid per capita bills. The law does not allow this office to collect taxes for prior years. All unpaid tax bills are turned over for delinquent collection. Significant, additional fees are added and the bill comes close to $40. We cannot accept payment for prior years after Dec. 31 of any given year.   The Township no longer has assessors to add and delete names from the tax rolls. If you would like to make a correction to your name or mailing address before next March’s tax bills go to print, please do so by submitting your changes in writing to the tax office. Mail them or drop them off at the office. This will to assure that you receive your bills in a timely manner.

If you maintain a winter address and would like to receive your tax bill somewhere other than your home address, please notify the tax office in writing. Certificates of Residency

If you require a certificate of residency to attend HACC, the East Pennsboro School District Administration Office at 890 Valley Street is the office that can furnish this form. A phone call to 732-3601 would be appreciated.

You must be on the tax rolls to obtain a certificate of residency


Unpaid Taxes

Please remember, by law I must return all unpaid tax bills to Cumberland County by the end of the year for collection. At the time, additional charges will be added to the amount due. Please be sure that you have paid you taxes or, if escrowed, to follow up with your mortgage company to verify that it has been paid in a timely manner. Also, be sure $10 per capita bill is paid. These small bills have significant additional fees added to them if not paid by the end of the year.


EMST Refunds

If your annual income is less than $ 12,000, you may qualify for a refund from the West Shore Tax Bureau. For your convenience, Application for EMST Refund forms are available in the tax office or on the West Shore Wage Tax Bureau website: www.westab.org


Bill Payer Checks

Bill payer checks have become a popular form of payment in the tax office. As convienent as this form is for residents, it can often times prevent timely posting of tax payments because the correct information is not provided.

If you have been taking advantage of the free bill payer services that local banks, credit unions or online banking offer, please make sure that some type of identification appears in the memo section of the check. If you are paying your personal per capita bill, please use the bill number that appears in the upper right hand corner. When paying your real estate taxes, please use the bill number , again located in the upper right hand corner of the bill. If you prefer, you may also use the parcel number that begins with either 09 or 45 and appears on your real estate tax bill.

We have had to return many check because we have no idea what the resident is trying to pay because no reference has been been made. These numbers help to assure that your payment is posted as you’ve intended.

*One a more unpleasant note, I must advise you that there will be a $20.00 service charge for all returned checks. This is the amount charged by both the Township & the School District. It is a direct result of the fee charged to me by the bank for returned checks. Please make sure that you have money in the bank before giving me a check.
